“Democracy at a Crossroads: Resilient Cooperation and Peacebuilding” was an international conference hosted at the University of Elbasan, Albania, on 21 October 2025. It continued the Democracy at a Crossroads series, moving the conversation from Norway to the Western Balkans and asking how cooperation across borders can hold democratic institutions steady in a period of pressure.
The programme brought together academics, public institutions, civil society organisations, media and students. Discussions were organised around the themes of the Open Government Forum — transparency, participation, accountability and innovation — with contributions from researchers including Klodiana Beshku of the University of Tirana, alongside representatives of the Municipality of Elbasan.
